After that, you as an applicant should register at the site of WES, pay their registration fee and get the reference number. If your educational documents of Ukraine are supposed to be verified by WES Canada or ICAS Canada, apostille stamp is not attached in this case and you to go to registration and payment at once. 

How to verify diplomas and transcripts for WES and ICAS in Ukraine? — Once you’ve registered at WES or ICAS and got its reference number, you may send us your originals for proceeding them at Ministry of Education and Science of Ukraine.
