Educational documents issued in Ukraine should be apostilled in this country if they are supposed to be used in the Hague Convention states. Ministry of Education and Science of Ukraine (Kyiv/ Kiev) is authorized to apostille Ukrainian diplomas, transcripts, certificates and any other related documents. For example, if you’re going to use your Ukrainian bachelor or master diploma and transcript overseas in the USA, UK, Germany, France, Italy, Japan, such a document should bear the ministry apostille stamp to be accepted then in the country of destination.
Depending on a diploma from a university or academy, it can take from 1 to 30 working days to get the apostille stamp on Ukrainian educational documents, as there’re different procedures to process them. However, it’s a really big problem to recognize some diplomas issued by Crimean, Donetsk and Lugansk universities, institutes and academies, as these territories are temporarily occupied by the Ukrainian law. Nevertheless, most universities from Donetsk and Lugansk moved to other cities of Ukraine and in this case to get a duplicate of the diploma from the moved university is a good option to be able to apostille it properly.
Once you have an apostilled Ukrainian diploma it can be freely used abroad, but some countries have special requirements to foreign educational documents. First of all, it’s about Italy that needs the diploma at least attested by their Consular section and in most cases issued Dichiarazione di Valore for further study or employment. In other states sworn translation of Ukrainian documents can be asked.
